Rachel Barranca Powell

for Common Council 12th Ward

A Voice For Her Community.

Rachel was born and raised in Albany, New York, in the Eagle Hill Neighborhood. She is the youngest of seven children in a close knit Italian American family. After graduating from the Academy of Holy Names, Rachel attended UAlbany for undergraduate studies where she received a bachelor’s degree in psychology. Rachel went on to earn a Master of Science in Social Welfare Policy from Columbia University. Rachel has been working in New York State Government for 18 years holding various positions associated with quality improvement, data analysis and policy making for people with special needs.  

Rachel is passionate about Albany and is eager to lend her extensive education and career to being the voice for her community as the Common Council representative for Albany’s 12th Ward. With a goal of advocating for neighborhood improvements, Rachel’s priorities include economic development, public safety and understanding the needs of her constituency.

Leadership with Integrity.

Rachel, her husband Dan and daughter Ana live in the Upper Washington Neighborhood where Rachel serves as Vice President for the Neighborhood Association. She has held positions on several boards and committees including Westland Hills Little League, St. Paul’s Center, Montessori Magnet School Community Council (PTA), and New York State Coalition Against Sexual Assault. Rachel was directly involved in contributing to policy related to: Timothy’s Law, New York State Dyslexia and Dysgraphia Task Force, HIV and Health Disparities, and Rockefeller Drug Reform.
